Paul Rosair, Principal Associate
Paul was the inaugural Director General of the Department of Regional Development and Lands formed in July 2009 and is now the Principal of NAJA Business Consulting.
Paul was responsible for the establishment and administration of the Royalties for Regions (R4R) program, commencing 2008. Paul managed initiatives such as the Ord Expansion in the Kimberley, Supertowns and Pilbara Cities.
The R4R program was recently described by the Premier of Western Australia as follows: “The Royalties for Regions program has had the biggest effect on regional Western Australia in our history, and I don’t think there is anything equivalent to it elsewhere in Australia – maybe the Snowy Mountains Scheme in the 50s. “
Paul has worked across State Government in environment, water, land management, aboriginal affairs, infrastructure, planning, corporate services and NRM portfolios. He has a broad perspective on policy and strategic issues confronting regional Australia. He works across all layers of Government, Federal, State, Regional and Local.
Paul was responsible for the Land Administration Act (LAA) which is the primary legislation for administering the States Crown Land estate, comprising some 92% of it's land mass. Paul was also a commissioner on the Western Australian Planning Commission (WAPC) for four year.
After resigning from his role of Director General of Regional Development, Paul joined Core Business Australia in 2014 to focus on consulting to Regional Australia to all tiers of government, the not for profit sector and private enterprise. Paul’s unique insight into the mechanics of government makes an ideal resource for any client whose business activities interface with government.
